CEPPI cities launch Market Sounding Prospectuses

Two CEPPI cities have been engaging with suppliers to communicate their needs and encourage the market to offer innovative solutions when tendering for upcoming procurement opportunities. Valencia City Council launched its first public procurement of innovation process, aiming to improve the energy efficiency of the Central Fire Station, whilst the City Council of Castelló conducted market sounding for the innovative transformation of city schools to achieve energy efficiency, enhanced learning environment and improvement of the buildings.


Valencia, through the Fire Service and the Las Naves Foundation, took the opening step with a market sounding prospectus and preliminary market consultation. This was aimed at generating a space for technical dialogue with all economic and innovation agents who want to participate. The procurement is intended to improve the Fire Station facilities, as well as increase the wellbeing of a workforce that spends 24 hours a day, seven days a week in the building.


The consultation in Valencia tested what the current market can offer and obtain the feedback of professionals and technical experts in the sector in order to better shape the subsequent call for tender.  A supplier information day took place in February 2018 in the Central Fire Station alongside a published Prior Information Notice (PIN) in Tenders Electronic Daily. A video was released that explains the needs and background to the procurement. 


Castelló launched a market sounding prior to a tender for extensive transformation of the City schools. The preliminary consultation to the market aims to create a space for technical dialogue with all parts of the supply chain, and economic and innovation agents. The requirement concerns the energy transformation of schools of the city to maximise energy efficient operation and achieve functional transformation of the buildings and school environment. Castelló has secured ERDF funding for this transformation programme. This programme will begin with a pilot project in order to deliver the outcomes described above.


Both actions are taking place as part of the CEPPI project, in which, together with other European cities, public procurement of innovation in public administration for energy saving and wider outcomes is promoted.
