As you may know, CEPPI kicked off in April 2015 and the cities and partners involved in this project are looking forward to continue working with you to build a community of people interested in sustainable energy solutions through a pro-innovation procurement approach.

CEPPI cities planning public procurement of innovation in 2017

The CEPPI cities are preparing to procure energy saving and innovative goods and services before the end of 2017. The goal of CEPPI is to save at least 33GWh per year and to develop the capacity of public authorities to implement public procurement of innovation (PPI) solutions for energy-related projects.

Budapest is procuring 7,000 LED street lights, which will result in over 2GWh of primary energy savings per year. This is the first procurement in a longer term plan to upgrade street lighting across the city, with a potential for 11GWh per year savings after further procurement phases. Castellón City Council is financing 28,000 LED lights through the European Energy Efficiency Fund, with 11GWh projected for yearly energy savings against the current consumption. Castellón is also exploring options for smart lighting functionality, such as WiFi and sensors, in the tender specifications.

Valencia is continuing procurement of energy efficient solutions for its fire station building, including energy saving measures and renewable energy generation. Valencia also plans to procure at least 3,000 smart LED street lights. In Wrocław two PPI actions are being explored. The first is looking at  energy management options for a large hospital, such as temperature control systems and low energy lighting. The other is the planned energy efficient refurbishment of public housing by the municipal management company. Birmingham is setting up a municipal energy service company (ESCO), with initial dialogue with the market being carried out in order to establish needs for the service.

Pro Lumine Innovative Lighting Design Award awarded to Budapest

LED lighting of the Rákóczi Bridge in Budapest has won the Hungarian Pro Lumine Innovative Lighting Design Award 2017. The award showcases the Rákóczi Bridge lighting modernisation model, which was a pioneer in the further LED program of Budapest.

The award was given to the Budapest Design and Public Lighting Ltd (BDK), which is a joint venture of the Municipality of Budapest and Budapest Electric Works. BDK aims to increase the standard of procurement of public lighting in the capital.

Rákóczi Bridge provided the basis for the modernisation of two additional bridges in Budapest and the planned PPI process for 7,000 LED luminaires for street lighting. A total of eight LED test projects have been implemented, which resulted in improved built-in performance and a reduction in the energy consumption of the assets owned by BDK.

The savings resulting from the increased efficiency of the public lighting upgrades implemented by BDK from 2013 to 2016 have led to a reduction in the city’s electricity consumption of 1.1 GWh in 2017.”

CEPPI partners learn from Glasgow’s intelligent street lighting pilot

As part of the CEPPI project meeting and peer learning sessions in June, the CEPPI expert partners arranged a workshop to provide an opportunity to learn from the procurement and implementation experiences of Glasgow City Council’s intelligent street lighting and other energy related projects.

Glasgow has completed a demonstrator project on intelligent street lighting that supports the journey to becoming a smart and energy efficient city. The next phase for Glasgow will be the procurement of a further 3,600 LED Luminaires, alongside a Central Management System (CMS) to manage and control the lighting. A Prior Information Notice (PIN) was issued to suppliers and responses collated, with the procurement process excepted to be concluded by the end of 2017.

The CEPPI cities also learned about Glasgow’s plans for the smart lighting technology to link with other applications such as sensors for smart bins, air quality, smart parking, footfall, noise, road temperature, and drainage water level.  A WiFi canopy will enable communication between the lights and the other applications, as well as reducing dependency on 4G networks by mobile based Council services.

The CEPPI consortium heard from key members of the project team in Glasgow about their experience and what they learnt from the projects. Glasgow City Council has also offered its support to CEPPI cities such as Budapest, Castellón and Valencia in the PPI process for their own smart street lighting plans.

2. Focus on: Castellón

Castellón City Council is a public body that represents a municipality of almost 200,000 inhabitants. In recent years, Castellon City Council has strengthened its commitment to the environment and the transition to a low carbon economy through participation in activities that aim to reduce the CO2 emissions of the municipality. This includes objectives such as reducing energy dependence while maintaining the quality of life in the city.

Castellón aims to be a living lab of new and innovative technologies, and promote activities that achieve low carbon economy objectives. The city joined the CEPPI project in order to move forward on energy efficiency through public procurement of innovation (PPI). This has already proven successful: with the support from CEPPI, the City Council renewed and replaced 188 items of printing, scanning and photocopying equipment for more energy efficient models.

Castellón is working hard to reduce its energy bills and create a liveable city. The municipality is focusing efforts on promoting systemic changes in the organisation of buildings, energy networks and transport and showing the importance of the engagement with all relevant stakeholders in these processes, including ongoing involvement of citizens.

Castellón is approaching the innovation process from different spheres, to ensure citizens are beneficiaries of the social and environmental impacts. In this respect, the city council is also taking part in the European network Climate KIC. Within Climate KIC, Castellón undertook projects such as CoSuDs (Collaborative transition towards sustainable urban drainage), which aims at promoting the transition towards smart storm water management from a collaborative perspective, bridging the gap between piloting and implementing a long-term city strategy. Castellón now aims to include the SuDs system in all the city urban projects.

Other Horizon 2020 projects that Castellón are part of include the UNaLaB project. It aims to foster the development of a European Reference Framework for nature-based solutions. UNaLab will co-create and demonstrate locally attuned innovative water management systems in the context of an integrated urban ecological approach.

In 2016 Castellón became a signatory of the Covenant of Mayors, a European co-operation movement involving local and regional authorities. Signatories of the Covenant of Mayors voluntarily commit to increasing energy efficiency and the use of renewable energy sources on their territories. At country level, Castellón are members of several networks related to Climate Change, Energy Efficiency or Innovation: Red de Ciudades Inteligentes, a think tank of smart cities and Red Española de Ciudades por el Clima.

3. Other news

EU initiative on procurement professionalisation announced

The European Commission has announced an initiative aimed at carrying out public procurement more efficiently and sustainably at a meeting in Strasbourg on 3 October. The Commission is encouraging member states to focus on six priority areas of improvement. It also announced a helpdesk and support mechanism for procurers working on large infrastructure projects, and a targeted consultation on stimulating innovation procurement.

The six priority areas identified for member states are: greater uptake of innovative, green and social criteria in awarding public contracts; professionalisation of public buyers; improving access by SMEs to procurement markets in the EU and by EU companies in third countries; increasing transparency, integrity and quality of procurement data; digitisation of procurement processes; and more cooperation among public buyers across the EU.

Public procurement represents 14% of the EU's GDP, approximately €2 trillion. The Commission recommends that steps should be taken to improve the skills, knowledge and procedural understanding of public procurers, in addition to making better use of digital technology to professionalise the procurement process.

BuyZET project establishes Observer City and Interest Groups

The BuyZET project's Observer City Group has been established and an Interest Group comprising cities and public authorities to closely follow the project's activities is currently open to new members. The seven Observer Cities - Brussels (Belgium), Southampton (UK), Bologna (Italy), Jerusalem (Israel), Bielefeld (Germany), Manchester (UK) and Munich (Germany) - will monitor and discuss the activities of the project, participate in expert meetings and join or form Buyers' Groups.

The Interest Group has already recruited Rijkswaterstaat (Netherlands) and the Albanian Ministry of Transport, as well as the cities of Budapest (Hungary), Torres Vedras (Portugal) and Helsinki (Finland). Other cities and public authorities are invited to join the Interest Group to gain access to useful resources and the project’s activities. The Interest Group will enjoy privileged access to project’s activities, access to project meetings and study visits, participation in webinars, buyers groups, access to an online project discussion group and more.

The BuyZET project is a partnership of cities aiming to achieve zero emission urban delivery of goods and services through innovative procurement approaches.

PPI4Waste project hosts international Brussels workshop

After almost 3 years, the Horizon 2020 PPI4Waste project ended with an international conference in Brussels on 12 September bringing together public procurers and suppliers committed to boost innovation in the waste sector.

One major conclusion from the PPI4Waste project was the need for a more coordinated approach for PPI in the waste sector. A roadmap for joint or coordinated PPI in waste management was produced by the project partners and will be made available on the project website. Amongst its conclusions, it is recommended to continue the cooperation on the topic of PPI, for example through the communities created during the project.

ICLEI's Procurement Forum will host a successor discussion group on Waste and Resources, open to public procurers, innovation experts and others, as a follow-on from the Interest Group and Purchasing Community established during the project. This will work closely with the UrbanWINS project partnership on resource efficiency and urban metabolism, and feature discussions on PPI in waste, circular economy, legislation and policy, among others.

4. Upcoming events

2017 Annual EU Innovation Procurement Event

An event to discover new innovation procurement policy initiatives at national and EU level and learn from innovation procurement experiences of other procurers. The event will also offer the possibility to network for the upcoming 2018-2020 Horizon 2020 calls and learn about European assistance for implementing innovation procurement at national level.

Procura+ Seminar 2018

The Procura+ series of seminars provide an opportunity for face-to-face exchange amongst purchasers from all levels of government and procurement stakeholders. The programme will contain keynote presentations, workshops and interactive sessions aimed at the development of strategic procurement. This includes building and strengthening the skills needed to set the scope, create targets and implement plans for sustainable, innovation and circular procurement.
